On the initiative of French Foreign Minister Robert Schuman, a Part I: European Coal and Steel Community 1952-2002 13-04-2015 This study is the first part of a series which will analyse inter-institutional relations in the budgetary domain, with a particular focus on the evolution of the role of the European Parliament. The Treaty establishing the European Coal and Steel Community (ECSC) was signed in Paris on 18 April 1951 by Belgium, Germany, France, Italy, Luxembourg and the Netherlands. It was concluded for a period of fifty years and, having entered into force on 23 July 1952, is due to expire on 23 July 2002. A European Political Community (EPC) was proposed in 1952 as a combination of the existing European Coal and Steel Community (ECSC) and the proposed European Defence Community (EDC). The European Union is set up with the aim of ending the frequent and bloody wars between neighbours, which culminated in the Second World War. As of 1950, the European Coal and Steel Community begins to unite European countries economically and politically in order to secure lasting peace.
